They spawn in the Arboretum and Festering Halls (Solarium).

Yeah titan but not just the PE, theres a garunteed Witch in one of the Dark Sectors, and one sometimes spawns in that room where all the egg pod things were, and where the PE takes place either a knight or a witch will spawn just in open world. I made loops between the four and got all my witches really quickly.

Do the Deathless adventure on titan till you get to the first room where you can't respawn, it's kind of a big pit. Two wizards will spawn. Kill them, die, repeat
