You mis interpreted the 1st one. It's about pro pugs which is basically pro players organising custom games between each other that *replace* ranked. They want pros to play competitive & be involved on the ladder.

Also, regarding the 2nd rule is fair lol. Imagine a League player endorsing Dota...

They're paying these guys to be professional players. This is not far off from what professional sports teams policies are in their leagues, you can say it's just a game all you want, that isn't how they see it and it won't change how they see it.

I believe it's the toxic members of Overwatch community are the reason why Blizzard is getting ruthless in dealing with them. You just pushed their patience and stomped it on the ground deader than dead.
