Okay so my power level is 299 when I have all the "best" gear equipped. From what I've read, you don't need to have your best gear equipped to get appropriate drops for your PL, as long as it's in your inventory. So why are all my drops 291? I know it's -5 avg because mods, but that still makes no sense.

Its around -10 to -5 ilvl for drops

The drops have stayed well below your max level since 265-270 i am 284 snd drop 277... only the milestones uograde me from here

As mark said. legendary mods do not count towards drops. If you are 290 and every piece of gear has a legendary mod you are 285 to the loot table
