So... When you read about the legacy servers.. Did you only read half of the paragraph? If you continued reading it says that the servers and all their progress are tracked seperately and there will be no transfers between the two..

There will be cluster of new servers with old maps plus rag for fresh players but they are adding ragnarok on legacy clusters and there you will able to transfer betwen maps
