Ya why not just do PVE and just don't allow for people to initiate wars, that's basically what you are doing.

You don't HAVE to give advance if you're going to raid, but idk bout you guys but raids are more fun when both parties are ready and able to put up a good fight. If there's someone I wanna raid and I don't think they are ready, I'll let them know hey we're gonna raid you in a few days, build up so it's not a cakewalk.
