I would say 5 1600 is a better choice. You get a decent stock cooler with losing a bit of performance which you can get back with oc. And why 960?

Drop CPU to a 1600 as the X isn't worth the premium

Ditch the extra fan as it's not needed

Also you need faster RAM. Ryzen greatly benefits from higher clocked RAM, preferably over 3000MHz
