Many Motherboard Still Supply Power To Connected USB Ports. You can turn this off from BIOS. If can't, no need to worry. Either let it run or unplug the PSU power supply

Mine does the same thing and I couldn’t find a setting to shut if off in the bios so I just unplug it

most of the time the lights only come on if the mouse is moved or if buttons are touched. when you shut down your PC (and make sure it's not sleeping or hibernating or whatever) just make sure you don't touch the mouse afterwards and it should turn off and stay off.

if not, there are usually BIOS settings for this or after shutting down your PC you could always unplug it or hit the PSU switch.
